Nottingham Inquiry: written evidence

This document constitutes the Victims’ Commissioner’s written evidence to the statutory inquiry into the Nottingham attacks. Submitted on 19 May, it draws on engagement with victims, bereaved families, specialist support services, and criminal justice agencies to examine how the system works in practice for victims.

The evidence focuses on recurring structural issues, including challenges relating to communication, coordination between agencies, and accountability where victims’ rights are not delivered.

It also considers how victims’ experiences are affected by fragmented systems, with no single point of responsibility for overseeing their journey or ensuring their rights under the Victims’ Code are consistently met.

The submission includes specific consideration of issues faced by victims of mentally disordered offenders, particularly in accessing information after conviction, and the barriers that can arise in practice.

The Commissioner sets out proposals for reform, including the development of a Victim Care Hub to provide a single point of contact, improved monitoring of victims’ rights, stronger independent advocacy, and a more joined-up system supported by better data sharing.
